On June 26, 2025, the Federal Prosecutor's Office had Ali S., a 53-year-old Dane with Afghan roots, arrested in Aarhus (Denmark). He is accused of spying on possible attack targets in Germany on behalf of the Islamic Revolutionary Guard Corps (IRGC). After a tip from a foreign secret service, officials from the Federal Office for the Protection of the Constitution observed S. for several days. During this time, he specifically scouted out Jewish and Israeli institutions, including a kosher supermarket and the premises of the Central Council of Jews in Germany. The German-Israeli Society was also the target of his activities. The purpose of such information collected by agents for the IRGC became clear in Australia at the end of 2024. On October 20, 2024, a kosher restaurant in Sydney was set on fire. On December 6, 2024, another arson attack was carried out on the Adass Israel Synagogue in Melbourne. In both cases, investigators identified the IRGC as the responsible client. After the results were announced, the Australian state expelled the ambassador of the Islamic Republic of Iran. A ban on the IRGC as a terrorist organization is currently being prepared there.

In his lecture, Peter R. Neumann devotes himself to the IRGC, its state terrorist “Axis of Resistance” and its threat to security in the West, including in Germany. From an analytical perspective, the IRGC network is not understood as a rigid structure, but as a complex network. It includes paramilitary units, intelligence networks and proxy organizations whose strategic goal includes both regional power projection and global enforcement of the interests of the Islamic Republic of Iran. In addition to the Iranian exile opposition, Jewish organizations and individuals are particularly at risk in Germany and Europe. A trend can be seen in the IRGC's recent actions: it often does not operate its own agents, but increasingly uses other structures as proxies to cover up, often actors from organized crime.
The lecture examines the strategy of the actors close to the regime and shows possible areas of political action and is a first start for the MFFB campaign for the national ban of the IRGC in Germany and its terrorist listing in the EU.

Peter R. Neumann is Professor of Security Studies at King's College London and Research Fellow at the Center for the Changing Character of War (CCW) at the University of Oxford. Between 2008 and 2018 he headed the world-renowned International Center for the Studies of Radicalization (ICSR) at King's College and was also Special Representative of the OSCE in 2017. He is currently advising the European Commission, among others. In 2023, Rowohlt Berlin published his much-lauded book “The New World (Dis)Order” about new geopolitical challenges in the wake of the so-called turning point. His book “The Return of Terror” from 2024 describes, among other things, the threat to the West from the so-called “Axis of Resistance”. In 2025 he published “The Dying of Democracy: The Plan of the Right-Wing Populists – in Europe and the USA” together with Richard C. Schneider.
