Central America is considered one of the most violent regions of the world. Even so, in the last ten years homicide rates were reduced in El Salvador, Honduras and Guatemala. How can this goal be achieved without becoming an excessively repressive state? El Salvador and Guatemala represent examples of very different strategies?
Currently, Guatemala has a democratic and liberal government, but still faces numerous challenges regarding the rule of law and justice marked by corruption. How does Bernardo Arévalo's government face these challenges when implementing a citizen security policy that respects the rule of law and human rights?
The prevention of violence and the promotion of citizen security are a central axis of work of the NGO IEPADES – Teaching Institute for Sustainable Development. Carmen Rosa de León is one of the founders of this organization. IEPADES has developed strategies to prevent violence and peacefully manage conflicts. She has advised and trained public institutions and civil society actors for more than two decades.
Carmen Rosa de León has been a victim of corrupt justice in Guatemala and even had an Interpol arrest warrant against her. In this conversation he recounts his experiences with the judicial system, as well as his work in the NGO IEPADES in violence prevention programs. In addition, he shares his vision on the strategies of the current government, comparing them with those of other governments in the region.
